Sarah Foley’s practice focuses on California water law, and she has experience handling a wide variety of water-related issues. An associate in the Environmental Law & Natural Resources practice group of Best Best & Krieger LLP’s Los Angeles office, Sarah represents both public and private clients, including the City of El Paso de Robles, Los Angeles County, Desert Water Agency, Los Osos Community Services District, the City of San Buenaventura, Santa Margarita Water District, Castaic Lake Water Agency and property owners around California.

Sarah has worked on water rights in groundwater and surface water systems throughout the state. Her areas of experience include water rights due diligence, water transactions and transfers, groundwater adjudications, groundwater management and storage arrangements, water quality, water rights litigation, negotiation of water rights agreements, and water supply planning. Sarah also represents clients before the State Water Resources Control Board on issues including surface water rights and changes in the location and scope of wastewater discharges.

Sarah gives presentations throughout California on water issues and recently gave a presentation to the Northern County Counsel’s Association on California’s pending groundwater legislation. She has also written numerous articles about groundwater and California’s drought.

Before joining BB&K, Sarah was a litigation associate at Hawkins Parnell Thackston & Young LLP, where she worked on all phases of toxic tort, product liability and appellate cases in both state and federal courts. She also served as a briefing attorney to Justice David M. Medina of the Supreme Court of Texas.

While completing her law degree at Southern Methodist University, Sarah was a judicial intern for Justice Jane Bland at the First Court of Appeals of Texas and for Judge Randy Wilson in the 157th Civil District Court of Harris County, Texas. She also clerked for Exxon Mobil Corporation and the Environmental Protection Agency and had leadership roles in the Environmental Law Society, the Energy Law Association and the Student Bar Association Environmental Committee.

Prior to law school, Sarah served in AmeriCorps as an early intervention literacy tutor for at-risk students. Sarah and her husband are both Texas transplants who live in Los Angeles.
